Troy A. Carter was born on October 26, 1963. Before entering elected office, he worked as an adjunct political science instructor at Xavier University of Louisiana. He also spent six years serving as the executive assistant to New Orleans Mayor Sidney Barthelemy.
Political career
Troy A. Carter began his political career as an executive assistant to the mayor of New Orleans before serving in the Louisiana House of Representatives, the New Orleans City Council, and the Louisiana State Senate. A member of the Democratic Party, he was the first African-American to represent District 102 in the state house and later chaired the Louisiana Senate Democratic Caucus. He has served as the U.S. representative for Louisiana's 2nd congressional district since 2021.
