On Motion to Suspend the Rules and Pass, as Amended
On July 29, 2021, the House of Representatives voted unanimously (420-0) to pass H.R. 4300, the Alexander Lofgren Veterans in Parks (VIP) Act. This vote was held under a suspension of the rules, a procedure typically used for non-controversial legislation that requires a two-thirds majority for passage. The bill provides free lifetime passes to National Parks and other federal recreational lands for U.S. military veterans and Gold Star Families (the next of kin of those who died in military service). Additionally, the legislation grants free annual passes to current members of the Armed Forces, including those in the National Guard and Reserves. The vote demonstrated total bipartisan consensus, with every participating Democrat and Republican voting in favor of the measure. Following this House approval, the bill moved to the Senate and was eventually signed into law as part of the 2022 National Defense Authorization Act.
