On Motion to Recommit
On March 9, 2022, the House of Representatives voted on a procedural "Motion to Recommit" regarding H.R. 6968, the Ending Importation of Russian Oil Act. This bill was designed to ban the import of energy products from Russia—including oil, gas, and coal—as a response to the invasion of Ukraine. The Motion to Recommit is a procedural tool often used by the minority party to attempt to amend a bill or send it back to committee for changes before a final vote. In this instance, the motion failed with a vote of 208–223. The vote fell almost entirely along party lines, with Republicans voting in favor of the motion and Democrats voting against it. Because the motion failed, the House proceeded to the final vote on the bill itself without the proposed changes.
