On May 10, 2022, the House of Representatives passed H.R. 7691, a major emergency funding package providing approximately $40 billion in additional aid to Ukraine following the Russian invasion. The bill’s passage authorized the delivery of military equipment, economic assistance for the Ukrainian government, and humanitarian aid to address global food shortages and support refugees. The legislation passed with broad bipartisan support in a 368–57 vote. While all 219 voting Democrats supported the measure, the Republican caucus was divided, with 149 members voting in favor and 57 voting against the package. The bill’s successful passage ensured that the United States could continue providing resources to Ukraine after previous funding rounds had been nearly exhausted.
