On Motion to Recommit
On March 11, 2021, the House of Representatives voted on a "Motion to Recommit" regarding H.R. 8, the Bipartisan Background Checks Act of 2021. A motion to recommit is a procedural move typically used by the minority party to send a bill back to committee for changes or to add an amendment before a final vote. The underlying bill, H.R. 8, seeks to expand federal background check requirements to include nearly all private firearm transfers, including those made online or at gun shows, which are currently exempt under federal law. The motion to recommit failed with a vote of 207-217, falling strictly along party lines with all Republicans voting in favor and all Democrats voting against. Because the motion failed, the bill proceeded toward a final vote without the proposed changes.
